Mr. Howe advises and represents corporations and nonprofit organizations in corporate, employment, and labor law matters. His specialties include corporate organization, corporate governance, contracts, nonprofit taxation, collective bargaining, health and safety, and employment discrimination.

Mr. Howe has represented clients before the National Labor Relations Board, the Equal Employment Opportunity Commission, the Occupational Safety and Health Administration, the Mine Safety and Health Administration, and the Department of Labor. He also has advised and assisted nonprofit and corporate clients in the formation and administration of captive insurance companies, group insurance plans, and Taft-Hartley trusts.

Mr. Howe is general counsel to the Association of Bituminous Contractors, an association of construction contractors which specialize in mine construction. He also serves as general counsel to the National Maintenance Agreements Policy Committee, a joint labor-management committee responsible for the administration of fourteen nationwide union agreements covering industrial maintenance throughout the United States.

Mr. Howe’s entire career has been in private practice in Washington, D.C.
